I got to this question because this is the only thing that made me thing hard, it is very confusing. The real law is not to read books, the government doesn't want any more ideas from the people. But why not just throw the books into storage, why burn the books? I think Ray Bradbury thought that people aren't reading that much any more in his time, so he thinks, on the future, most people will do the same as Ray Bradbury's experience about the people and the books. Then maybe the government will have no use of the books, because they aren't being read anyways.
